Bar chart of what a 3-person agency pays per month for proposal software, annual and monthly billing, from Moxie Teams at $32 to Qwilr and Proposify at $105

For a three-person agency, the entry plans of proposal tools with e-signature and view tracking cost between $36 and $105 a month on annual billing, and between $49 and $147 on month-to-month billing, based on the vendors' own pricing pages read on 13 October 2026. Most of the gap comes from one choice: tools priced per user grow with your team, tools priced per plan do not.

We make PropoBox, so here is how this was built. Every price comes from the vendor's pricing page, read on 13 October 2026, except the ones marked as secondary. We show where PropoBox is not the cheapest option, because the right tool depends on your team.

Three ways proposal tools charge

Per user. You pay for each person. Qwilr, Proposify, Better Proposals, PandaDoc, Prospero, Bonsai, Proposable and GetAccept work this way. The price is lowest for one person and rises with each hire.

Flat, with a seat cap. One price covers a number of seats, and it jumps when you pass the cap. Nusii, Bidsketch, Plutio, Moxie, HoneyBook and Dubsado work this way. PropoBox does too: Pro covers up to 3 people and Business up to 10.

Bundles at the top end. Qwilr and Proposify also sell flat bundles for 5 and 10 seats, but those bundles add features such as SSO and CRM integrations, so the price per seat is higher than the entry plan.

What a team of three pays

These are monthly figures. "Annual" is the price per month when billed yearly. "Monthly" is the price on a month-to-month plan. For per-user tools the sum shows the arithmetic.

Proposal tools priced per user

  • Prospero: about $36 annual (3 × $12), $57 monthly (3 × $19). The page shows $19 and "Save 37%" for annual, which gives about $12.
  • PandaDoc Starter: $57 annual (3 × $19), $105 monthly (3 × $35). Secondary sources, because PandaDoc's page could not be read.
  • Better Proposals Premium: $63 annual (3 × $21), $87 monthly (3 × $29).
  • Proposify Build: $105 annual (3 × $35), $147 monthly (3 × $49).
  • Qwilr Starter: $105 annual (3 × $35), $147 monthly (3 × $49).
  • Proposable Team: $117 monthly (3 × $39). The annual price is not published.
  • GetAccept eSign: $75 (3 × $25). The annual price is not stated.

Proposal tools priced flat

  • Nusii Agency (3 users): about $41 annual ($490 a year), $49 monthly.
  • PropoBox Pro (up to 3 users): about $37 annual, $49 monthly.
  • Bidsketch Team (up to 3 users): $47 annual, $79 monthly.

Suites that include proposals

These bundle contracts and invoicing, and sometimes a CRM or time tracking, so they replace more than one tool.

  • Moxie Teams (up to 5 members): $32 annual, $40 monthly.
  • Plutio Pro (30 contributors): $39 annual, $49 monthly.
  • Dubsado Premier: about $44 annual, $55 monthly. The monthly price comes from secondary sources.
  • HoneyBook Essentials (owner plus 2 team members): $49 annual, $59 monthly. Secondary sources, because HoneyBook's page could not be read.
  • Bonsai Essentials: $57 annual (3 × $19), $75 monthly (3 × $25).

At 5 and 10 people

Per-user pricing is where the gap opens.

  • Qwilr Starter and Proposify Build: $175 a month at 5 people and $350 at 10 on annual billing, or $245 and $490 monthly.
  • PandaDoc Starter: $95 at 5 and $190 at 10 annual, or $175 and $350 monthly.
  • Better Proposals Premium: $105 at 5 and $210 at 10 annual, or $145 and $290 monthly.
  • Prospero: about $60 at 5 and $120 at 10 annual, or $95 and $190 monthly.
  • Nusii: $87 at 5 people on Agency plus extra seats ($49 plus 2 × $19), $182 at 10, or $129 on the Business plan for 5 users. Monthly billing.
  • Plutio Pro: $39 annual, $49 monthly at every size here, with up to 30 contributors. Moxie Teams: the same $32 annual, $40 monthly up to 5 members.
  • PropoBox Business (up to 10 users): about $59 annual, $79 monthly.

The flat bundles from the top vendors are different products: Qwilr Growth is $275 a month for 5 seats and Scale $750 for 10, annual only. Proposify Grow is $325 for 5 seats and Scale $1,066 for 10, annual.

Where the real price differs from the headline

Usage meters. Qwilr meters generated documents separately from pages: 40 are included on Starter with annual billing, none on monthly billing, then $2.50 each at low volume. Better Proposals limits sends to 10 a month on Starter and 50 on Premium. Nusii limits active proposals to 5 on Freelancer and 20 on Agency. Proposable's Solo plan allows 5 deliveries a month. PropoBox limits proposals per month too: 25 on Starter, 100 on Pro and 300 on Business. PandaDoc's Starter cap is reported differently by different sources, so check it before you buy.

Seat minimums and annual-only plans. GetAccept Professional needs at least 5 users, and Qwilr's Growth plan starts at a 5-seat bundle. Qwilr Growth and Scale and Proposify Grow and Scale are annual only. GetAccept puts a 12-month agreement on every plan.

Refunds. Proposify's pricing page says it does not offer refunds once payment has been processed. Nusii offers a 60-day money-back guarantee. PropoBox refunds the first payment on any paid plan, and any annual renewal, in full on request within 14 days. Later monthly renewals are not refundable.

Price changes. Secondary sources report that Dubsado raised prices for new subscribers on 1 December 2025. Read the current page, not an old review.

Free plans and trials

Free plans are rare in this category. PandaDoc offers a free e-signature plan, GetPaidFirst allows 3 proposals a month for free, and PropoBox Free allows 2 proposals a month, with a "Made with PropoBox" line on them.

Most vendors rely on a trial instead. Qwilr, Proposify, Better Proposals and Prospero give 14 days without a card, Dubsado 21 days and Plutio 7. New PropoBox accounts get a 14-day Pro trial without a card.

How to choose

  • One person, a few proposals a month: start with a free plan or the lowest per-user plan. Prospero, PropoBox Starter and GetPaidFirst fit here.
  • Three to ten people sending proposals regularly: flat pricing gets cheaper per person as the team grows. Nusii, Bidsketch and PropoBox sit here. Check the proposal limits against how many you send.
  • You also need contracts, invoices and time tracking: a suite such as Plutio, Moxie, Bonsai, HoneyBook or Dubsado can cost less than separate tools, and Moxie Teams at $32 is cheaper than PropoBox Pro.
  • Heavy design control, SSO or Salesforce: Qwilr, Proposify and PandaDoc are built for that, at a per-seat price.

PropoBox is built for sending a proposal, seeing when it is read, getting it signed and starting the deposit, on one flat price per plan. It is not a CRM and it does not integrate with one yet.

How these prices were collected

Prices were read from each vendor's own pricing page on 13 October 2026 and are in US dollars: Qwilr, Proposify, Better Proposals, Prospero, Bonsai, Dubsado, Nusii, Proposable, GetAccept, Bidsketch, Moxie and Plutio.

PandaDoc's and HoneyBook's own pages could not be read, so their figures come from secondary sources and are marked. Some vendors do not show every price, and a few pages contradict themselves, so treat these numbers as a snapshot. Prices change, so check the vendor's page before you buy. If you spot a mistake, write to hello@propobox.com and we will correct it.

You can see PropoBox's plans on the pricing page, or compare it directly with Qwilr, Proposify, PandaDoc and Better Proposals.

Frequently asked questions

How much does proposal software cost?

For a team of three with e-signature and view tracking, plans cost between $36 and $105 a month on annual billing and between $49 and $147 on month-to-month billing, based on pricing pages read on 13 October 2026. One person pays about $12 to $19 a month on a tool like Prospero, and suites with CRM and invoicing run from $32 to $75 a month for three people.

Is there free proposal software?

A few options exist. PandaDoc has a free e-signature plan, GetPaidFirst gives 3 proposals a month for free, and PropoBox Free includes 2 proposals a month. Free plans limit volume or features, so check what you need before you rely on one.

Is per-user or flat pricing cheaper for a small agency?

Per-user pricing is cheapest for one person and costs more with each hire. Flat plans with a seat cap cost less per person as the team grows, until you pass the cap and the price jumps. Compare the plans at your real headcount and your real number of proposals.

Which proposal software has no per-user fees?

Nusii, Bidsketch, Plutio, Moxie, HoneyBook, Dubsado and PropoBox price a plan for a set number of users rather than for each person. Each caps the number of seats on its plans, so check the cap.
